Does a refurbished laptop keep the Windows licence of its first owner?

How Microsoft Licenses Refurbished PCs

Microsoft runs a dedicated framework for the resale of used computers, because a second-hand PC cannot simply inherit the licence of its first owner.

The two routes that exist today

Microsoft Authorized Refurbisher (MAR). Large refurbishers, typically processing 20,000 or more machines a year, who are permitted to buy refurbished PC licences directly from Microsoft.

Third Party Refurbisher (TPR). Small and mid-sized refurbishers who are approved by a Microsoft Authorized Refurbisher and obtain their genuine Windows licences through that MAR.

Microsoft's earlier Registered Refurbisher Programme, which served smaller refurbishers directly, was retired in 2020. Third Party Refurbisher status is the successor route, and it is the route JAYCO Tech operates under.

The distinction matters to a buyer for one reason only: both routes end with a genuine, traceable Windows licence on the machine. What sits outside both routes does not.

Why It Matters

The Risk Sitting Inside Cheap Refurbished Stock

In Pakistan, a large share of imported used hardware arrives with Windows already activated and no explanation of how. These are the four things that are usually going on.

1. A reused volume or OEM key

One key installed across dozens of machines. It activates today and fails on the next reinstall, and it was never licensed to your organisation in the first place.

2. An activation tool

A script that fakes activation against a local server. It is unlicensed software running on a corporate network, and it frequently ships alongside things nobody in IT approved.

3. A licence with no paper trail

Even where the key is real, there is no invoice tying it to a device serial. At audit, an undocumented licence and no licence look identical.

4. The cost lands later

Deactivation notices, blocked feature updates, machines that need rebuilding, and in a compliance review, a bill for licences your organisation believed it already owned.

Buying properly licensed refurbished hardware removes that entire category of risk for a very small part of the unit price. That is the whole argument for the programme, and it is the reason we joined it.

Our Process

How a Device Gets Its Licence Here

This sits inside our wider 8-stage quality framework, between the data wipe and the final QA sign-off.

1. Eligibility check

The unit is confirmed as a genuine, brand-original business machine that qualifies for refurbishment under the programme, and its original licensing state is recorded.

2. Full data wipe

Every storage device is erased before anything is installed. The previous owner's data and the previous owner's software both leave the machine.

3. Clean Windows build

Windows is installed fresh, with current firmware and drivers. No inherited image, no leftover agents, no third-party software we did not put there.

4. Licence assignment

A genuine refurbished PC licence obtained through the programme is assigned to that specific unit and activated.

5. Recorded against the serial

The serial number, the operating system supplied and the QC result are written to the device record your team sees in the client portal.

6. QA sign-off and dispatch

A second engineer verifies activation as part of QA. A unit that is not properly licensed does not leave the building.

For Your IT Team

How to Verify Any Refurbished PC

This check takes about a minute per device and works on hardware from any supplier. We would encourage you to run it on ours.

Settings > System > Activation. Windows should report that it is activated, and name the licence type.
Run winver. Confirm the edition and build match what was quoted to you.
Run slmgr /dli. It reports the licence channel and the last five characters of the product key in use.
Inspect the label on the chassis. Genuine Microsoft labels use holographic and colour-shift features, and the key coating should be unscratched.
Check the same key is not on two machines. If two units in a batch report the same key, the batch is not licensed per device.
Ask the supplier, in writing, for the licence record against the serial. This is the question that separates the two kinds of vendor.

The 2025 Support Cut-Off Changed the Maths

Windows 10 reached the end of its support life on 14 October 2025. For anyone buying refurbished hardware now, licence quality and Windows 11 eligibility are the same conversation.

The hardware bar is real

Windows 11 requires TPM 2.0, UEFI Secure Boot and a supported processor generation. Older machines that ran Windows 10 perfectly well do not all qualify.

Specify it per line

Our quotations state the processor generation and Windows 11 eligibility for each model quoted, so nobody discovers the answer after delivery.

Plan the fleet, not the unit

If part of your estate cannot move to Windows 11, that is a refresh plan and a budget line. We are happy to work through it with your IT lead before you buy anything.

Licence types under the programme

Microsoft's refurbisher programmes distinguish two categories of licence. Commercial licences cover refurbished PCs sold to businesses and general customers. Citizenship licences are reserved for devices supplied to eligible non-profit, educational and low-income recipients, and cannot be used for ordinary commercial sales.

Corporate orders from JAYCO Tech are supplied on commercial licences. If you are a registered non-profit or an educational institution, tell us at quotation stage and we will confirm what is available to you rather than guess.
